NCCUSL Committees

Drafting Committees are committees actively engaged in the drafting of a specific uniform or model act which will be submitted for consideration and possible promulgation by the NCCUSL.


Study Committees are committees charged with gathering information and comment about a particular subject or issue, and with preparing a report and recommendation as to whether a drafting project should be undertaken.


Standing and Governance Committees are committees within the NCCUSL charged with specific ongoing oversight functions or subject matter areas of responsibility. Standing Committees include the Executive Committee and Committee on Scope and Program; Governance Committees include various editorial boards, standby committees, and other specific-function committees.


Below is a description of the research and development process used by NCCUSL in choosing new projects. The proposals and criteria page describes how to propose a new project for consideration by our Committee on Scope and Program, and lists the guidelines used in determining whether to go forward with a particular project. Also, as a reference tool, selected study committee reports are available to show how our research and development process works and the kinds of detailed analyses that go into our studies prior to the commencement of a drafting project.

NCCUSL's Research and Development Process

Twice each year, the NCCUSL Committee on Scope and Program meets to consider and recommend new study and drafting projects to NCCUSL's Executive Committee. Comments and suggestions from law reform organizations, state and national bar committees, and other interested groups and individuals are welcome. We invite visitors to review the projects we are currently studying, and the projects that may be proposed in an upcoming Scope and Program meeting, and if you have suggestions, comments, or new proposals, to contact us with your ideas. Please be sure to include the term "Scope" in any email.

If you have a new proposal for a Uniform or Model Act, we recommend you also review our criteria for the designation and consideration of acts, which describe the standards we use in whether to go forward with a particular project.
